Jan M. Kelner
Jan was born in Bystrzyca Kłodzka, Poland, in 1977. In 1996, he graduated from the High School in Lądek-Zdrój, Poland. He received the M.Sc. degree with honors in applied physics (specialty: computer modeling of physical phenomena), the Ph.D. degree in telecommunications (specialty: navigation systems), and the M.B.A. degree in cybersecurity management from the Military University of Technology (WAT), Warsaw, Poland, in 2001, 2011, and 2024, respectively, and the D.Sc. (habilitation) degree in information and communication technology from the AGH University of Science and Technology, Krakow, Poland, in 2020.
Jan is currently an Associate Professor at the Division of Radiocommunications, Institute of Communications Systems, Faculty of Electronics, WAT, where he started working in 2003. From 2021 to 2024, he was the Institute Director, and since September 2024, he has been the Faculty Dean. Since 1996, he has been an active-duty soldier, currently holding the rank of Colonel.
From 2017 to 2024, he was a Principal Voting Member of the Information Systems Technology Panel operating within the NATO Science and Technology Organization (NATO STO). He has been a non-governmental Expert with the European Defence Agency (EDA) CapTech Information since 2019. From 2022 to 2025, he was an Expert with the Office of Electronic Communications.
Since 2001, he has been involved in many research and development projects for the National Ministry of Defence, EDA, the National Centre for Research and Development, and the National Science Centre. Since 2020, he has been a Leader of the Group of Analysis, Modeling, and Estimation of Radio Channels (GAME-RC) research team (in Polish: Zespół Analizy, Modelowania i Estymacji Kanałów Radiowych (ZAMEK-R)). He is also the Principal Investigator of four research projects and the Supervisor for twelve Ph.D. students. He has authored or co-authored more than 280 articles in peer-reviewed journals and conferences. He is a reviewer for 40 scientific journals and about 25 conferences. His current research interests include wireless communications, modeling and measurements of radio propagation and channels, quality of services in mobile networks, electronic warfare, localization techniques, and counter-unmanned aircraft systems.
In 2011, he won the “The Winner Takes All” contest for the WAT Rector's research grant, and his Ph.D. thesis won third prize in the Mazovia Innovator contest. He received two individual and four team Rector's Awards for his scientific and organizational activities. In 2018 and 2019, together with Cezary Ziółkowski, he received the Faculty Dean's Award for the best article in a JCR-indexed journal among faculty members. Since 2018, he has received a WAT Rector's scholarship for outstanding publishing achievements in the field of information and communication technology.
